OPEN: Services & Outreach Manager

The Services & Outreach Manager leads a multilingual and multiethnic team of Asian Americans to strengthen the Community Services Program at Hamkae Center to meet the immediate needs of Asian American communities in Virginia. This individual provides strategic leadership and administrative support to grow and sustain the team and lead with overall program development.

Responsibilities


Program Management & Growth (50%)

  • Coordinate service and outreach activities across all programs to maximize results.
  • Maintain and build relationships with other key actors in the health and human services field (nonprofit, public sector, and funders) and if appropriate, plan and execute collaborative projects.
  • Stay abreast of significant changes to service provision protocols and policies, community engagement, and funding processes related to community services and outreach, make and execute recommendations (informed by staff and other stakeholder input) to innovate the services & outreach program.
  • Evaluate the effectiveness of community service provisions from community members who have received services.
  • Assist in preparing required grant reports to ensure compliance with all applicable federal, state, and local regulations.
  • Assist in developing program plans and budgets for grant proposals.
  • Regularly review program operations and processes to ensure quality service delivery and accurate data collection in EveryAction database.
  • Identify opportunities for improving current service delivery methods and procedures (including communication with Hamkae Center’s organizing team), new partnerships, community engagement strategies, and resource needs.
  • Identify opportunities to expand the roster of community services based on community needs.


Staff and Team Management (30%)

  • Provide support, identify strengths and areas of growth, and be an accountability partner to team members with weekly one-on-one check-in sessions, work plan development, and performance evaluations.
  • Facilitate team-wide meetings & processes to develop goals (for team and individual), evaluate services & organizing team’s implementation of strategic plan and collaborative work across Hamkae Center teams, and weigh in on organization-wide opportunities and challenges.
  • Develop and maintain a clear and effective internal system for external communications to our stakeholders.
  • Identify team needs and seek resources internally (within Hamkae Center) or externally with Executive Director.
  • Plan and administer fiscal year budgets for the services & outreach team within a collective budget-setting process internally at Hamkae Center.
  • Intentionally build relationships with services & outreach staff at other organizations, particularly those who are value-aligned.
  • Identify opportunities for collaboration across teams within the organization. Example: report on trends of community needs observed by the services and outreach team to inform policy agenda setting with advocacy team, brainstorm outreach tactics with civic engagement team because of their direct voter contact campaigns or coordinate community outreach efforts with organizing team.


Organizational responsibilities (20%)

  • Serve on the Leadership Team, representing service & organizing team’s perspectives while working collaboratively with other teams, to advance the organization’s priorities and to foster a healthy organizational culture.
  • Be a thought partner to executive director and other managers and take initiative to make recommendations on new programming, policy positions, campaigns, strategic plan implementation, and other organization-wide efforts.
  • Represent Hamkae Center (and NAKASEC as needed) in a wide range of external settings, consistently advancing the organization’s priorities and interests.
  • Strengthen relationships and strategic collaboration with external partners, and foster connections to new partners.
  • Help create and promote a welcoming, equitable, and inclusive organizational culture while embodying the core values, agreements, and expectations of Hamkae Center.
  • Participate in organization-wide shared duties and expectations for full-time employees as assigned. These can include (but are not limited to) participating in staff meetings, staff retreats, supervision meetings, outreach events, supporting non-partisan election protection activities on Election Day, promoting fundraising opportunities, and co-facilitating collaborative meetings.

Key Skills & Qualifications

  • Prior work experience
    • Ideally 3-6 years of relevant professional experience in providing community services, with at least one year in a leadership or supervisory role.
  • Technical skills, & resource management
    • Experience contributing to and creating new programs or strategies, while identifying, managing, and mitigating potential risks in tasks and projects. Must be comfortable with developing spreadsheets and understanding and manipulating data for analysis.

    • Building up and maintaining existing strategic relationships

    • Excellent independent time, task, deadline, and project management skills; while also managing workload, priority-setting, evaluation sessions, and supporting team in managing their workload and priorities.

  • Communication skills
    • Ability to communicate complex ideas clearly in different situations and group settings (including with individuals whose primary language is not English) with basic public speaking and presentation skills to internal and external audiences to describe Hamkae Center’s impact, theory of change, goals, organizational model, communities served and their strengths and needs, position on relevant policies, and services & outreach programmatic details.
    • Demonstrating good writing skills in English with the ability to create and copy-edit public facing communications with ease.

Preferred Qualifications (not required)

  • Experience with providing services to Asian American communities.
  • Experience working with a multi-generational team, whose first language is not English.
  • Bilingual Korean and English speaker
  • Familiar with health, immigration service, and/or small business landscape in Virginia
  • MSW graduate from a CSWE accredited university with 2+ years’ work experience
    • In situations where we would host BSW students for field placement
  • Capable of developing, managing, and interpreting a budget
  • Experience supervising BSW/1st year MSW students for field placement

Additional Details

  • Location: hybrid (must be based in Northern Virginia)
  • Job Type: full-time
  • Reports to: Executive Director
  • Pay: $63k (commensurate w/ experience)
  • Benefits: Primarily telework position, with some required travel in Northern Virginia. Full health, dental, and vision insuranceSimple IRA matching program after 2 years of employment. Also, paid time off, vacation, sick days (if you, a partner, or a family member are sick), and other leave time customized to your unique circumstances. We close the first week of July and December 25 – January 1 for reflection and rejuvenation.
